Part 135 operators are flying to make money. The bottom line is ultimately all that matters so they'll do whatever they can (within reason) to cut costs and maximize their profits.

Part 91 operators, on the other hand, accept the fact that the airplane is an expense and view it as such. A good department manager helps the owners understand that each airplane costs a certain amount to operate and if you're having to cut corners to make it work you should be in a smaller, more affordable airplane.
