She was shot while in service to her country. Plus, she is a military spouse shot while in service to her country.

Yeah, it was legit service to her country and the shooting was service connected (not a random mugging, boyfriend's wife, etc).
From what I know about her, she was know for doing those town hall meetings, and on the politician-statesman scale she was probably closer to statesman.
I wouldn't have named a ship after her myself, but it's not totally ludicrous.
