That may not be true for all. I work here at pinnacle and i hear a lot, not everyone, say they are getting junior manned all the time. In a year and a half i have never been called to be junior manned. and i had things they way you did. sitting reserve for 10 days and not flying once. but other fo's were getting called all the time. He does have a point though. A friend of mine in ord has been called to be junior manned several times, and he has only been there 6 months. Luckily he can politely refuse which is nice since here we can only refuse 1 a month. Not trying to say skywest is bad or getting into the squable going on here, just putting in some info for you to consider.
