From a few articles I've read, it seems that Delta will be in the business of trading jet fuel and the byproduct thereof to get us fuel at lower costs from refineries serving other parts of the country.

This is really a cost savings measure.
Pretty novel idea, trade the products such as gasoline, kerosene, heating oil, etc that the refinery produces for jet fuel at airports at other locations. Could be a fantastic idea, could crash and burn.
