That is incorrect. The "preferred" method is via PBS pre-block. But it is still totally legal for the association to submit a short notice buy of a trip for union business.
However,......IT is "CHEAPER" for the uion to pre-buy a day at 4:15 a day, than it is to buy an entire 20 hour 4 day trip. That is the real reason that time-sensitive business is done this way. They will buy the trips for the reps that are "friendly" towards the agenda, but they may not buy them all.
