It’s probably easier to understand if you put yourself in the recruiter’s “shoes.”

- “I have 2 guys here with identical quals; one of them took his written about a year ago, the other one 7 years ago and is now trying to use the FE Written part 121 exemption rule. Hmmm, which one should I hire?”

sounds like you meet all the quals, but I’d suggest you look into some of the smaller cargo outfits first, Gemini, Kalitta, etc. Seems like most classes at UPS nowadays are either military guys with international experience or pilots from Gemini, World, Kalitta, Cathay, etc. – in other words cargo outfits where they get plenty of international experience. I talked to one ex-Gemini pilot who was hired some 4-6 months ago and he said he only spent 8 months at Gemini when UPS called him.

Also he had NO (ZERO) recommendations! – pretty much unheard of in the past!

Heavy jet + international experience equals 25 strong recommendations right now!!!

It’s there but only a few hours a day, there’s a problem with their online application and they are working on it but it might be a while. Keep looking and one day you’ll find it: upsjobs.com – Professional Opportunities – Air Operations » hopefully you’ll see a Flight Officer, Second Officer, or Pilot link there somewhere eventually. They are all the same - they put you in whichever seat that comes open but probably FO as they are running out of FE seats for over 60 guys. When you do see the link – make sure you complete the entire application before you log out!!! Otherwise you’ll get a message that you do not meet the minimums! and will have to reapply again in 12 months or so! At least that’s what I’ve heard; hope they fix the computer system soon though!
