I interpret it differently. But I don't have the advantage of 60+ yrs of wisdom!
Maybe Jack was applying this part of the "Captain Diatribe", dated 04 Oct 06:
"If you don't like responsibility, downbid. If you're afraid of the
aircraft you're flying, bid off."
Or maybe he was feeling guilty:
"If this sounds like I'm indicting all Captains, I am to a degree."
You'll recall this jewel:
"We have a Captain crewmember allegedly busted for drug use in all the papers."
Of course, there's the convict first, conduct the trial later aspect of this charge (a common theme with other incidents, by the way), but the fact that the crewmember in question was actually a First Officer causes one to wonder about the accuracy of other details in the letter.
But, my personal favorite line from that letter:
"Do we always suck?"
