So would just noting if it were a ILS, LOC, VOR, et cetera meet that requirement or does is have to specifically say ILS 19R? Also, as I currently fly 121, the safety pilot is not an issue. It isn't too hard to knock out 6 approachs in actual up here in the northeast during the course of a normal airline schedule.
