If you downloaded an application, don't submit it until you know United will start to process them. Historicly they have allowed updates only once every 6 months. You want the most updated application possible.
Old UA process is no longer valid. The new process via airlineapps.com allows applicants to publish application and target specific airlines which participate in airlineapps.com, that includes new UA (old CAL), DAL etc.
Once published, your application is available for update anytime you want to make changes. UA will look at application before selecting candidate for interview, and print actual application just days before interview for applicant to sign most up to date information.
