Interestingly, I was reviewing a procedure today that requires the pilot to LOCK the gates at the FAF via clicking the mic. thereby preventing traffic from traveling on roads that look very similar to that one in the video.
It may not be realistic to say that the pilot "should have seen" the car, based on human factors.
