You gotta fly the LGA Expressway Visual coming in from the northeast, say Boston. They send you direct to the LGA VOR then on a heading of 285 at 2500 flying right over Manhattan. Then a sharp left 180 degree turn back towards DIALS (the tanks). It is pretty cool on a clear night. The passengers love it.
I've gotten more than one right base entry for a visual for 31 coming in from Boston; I don't think that you
have to fly the Expressway.
Although, I have done it the way you described, as well. It is cool.
