Exactly what I said. Eagle management only has to make its "best efforts" to offer more than 20 slots/month, which is a contractually worthless statement. When Letter 3 was concocted in 1997 (the "flow thru"), they promised all Eagle pilots would be to AA within 5 years.

A decade later, less than 150 had moved up to AA.
