I'm not sure many of RAHs checkairman have a desire to leave. Many are very senior, and will not leave, unless things get very bad. The few who are not cool-aid drinkers are probably on the Q, so that may cause some problems for them. The top 300 will not go anywhere! Also unless things have changed in the last few years, they use Flight Safety instructors for training, and company checkairman to check.
So Republic has senior captains that won't leave but can't get enough F.O.'s, and need to trap the ones they do get with a 24 month $20,000 contract.
Sounds like something is out of balance to me.
