Right now you can upgrade whenever you want at Air Midwest. Unfortunately that only brings in 29.88 an hour for first year CA's and 31.28 for second year so those 2 years it takes to get 1000+ Turbine PIC are still tough but you can have the upgrade whenever you want it.

As far as the hour requirement you must have 1500 TT no PIC requirement for the 1900 because we don't operate outside the U.S. There is also the regular ATP req.'s of night and X-C to meet but if you get hired at 500/50 then you will easily meet these by upgrade.
