Wow, yeah I have noticed that Cessna runs a job rec then pulls it pretty quick. That just means they already know who they want for the role. You can get on the list if you try hard enough. If you want to work there you need to keep your resume in the database, check the job board all the time, work your internal connections, even call the manager in the department you want to work for. Persist and persist some more. HR does respond to persistence in my experience. It may take months for it to work for you.
