Actually, First Year Pay went down during the 1991 Contract. From 33K to 26K. Had to pay for those Captain raises. Happen again in 1998. Stayed at 26K and the 9 year "B" scale remained. The one's really hosed were the 1991 to 2000 hires. 11 years to up-grade and a decade of the B-scale. And least it was finnally fixed, almost.
