Hate to tell you this, but the FAA could most assuredly place restrictions on US operators or US-certificated pilots flying in DPRK airspace. Those restrictions are in place for Libya and Iraq, last time I checked five months ago. An exemption, or exception to policy, has to applied for and coordinated with DoS.
