It would not help. The key provision in the contract is that bidding an FDA cannot create an excess. So in your example, if 20 guys bid to relieve excess as a HKG Capt, that would create an additional 20 excesses, and since CBA 24.C.6.c prevents that those 20 pilots would be eligible for FEPP. In essence, a -1 only effects the last guy at HKG.
... and the senior HKG Capts. could bid to relieve excess so bottom guy would probably stay
