True statement, but if he/she is being displaced, they have their choice where to go based on what their seniority can hold. No sence in down bidding unless you are trying to stay in a certain domicile. I speak from experience. I downbid at one point to SDF just to get back to MIA. And who would have thunk.....I love SDF and plan on staying there.

Our contract stipulates upgrades before transitions, so by down bidding they gain an advantage when the next vacancy bid comes out. It allows them to bid what they really want as opposed to being forced to the leftovers.
