Sounds like it to me!
It will take the FAA a number of years to update existing instrument approaches to the new criteria and apply the larger circling area dimensions. Circling minima not identified by the "Inverse C" icon continue to use the older circling area dimensions defined by the smaller radii.
Every approach reviewed by TERPS and reflown by Flight Check if required. Until they get to it and reverify (indicated by the negative 'C' icon - use the old criteria. I'm sure they will try and hit these up as the periodicty comes due, but with a 25% cut in flying hours I'm sure these will be put on the back burner except at the most *important* airports.
