The EPA is the unelected, unaccountable and all powerful arm of the Eco-Statist movement. They can make ANY new rule they want...they could say humans who don't vote the "correct" way are now a source of pollution and need to be regulated/taxed.
And I bet the IRS would be right behind them to help enforce it!
