My advise is to complete your Commercial part 61, unless you have a visa restrictions requiring you to go 141...
Cal-Aggie Farmers flying club in Davis is a much cheaper & better option for all ratings.. Non profit organization, nicely equipped aircraft, good maintenance, reasonable price for a/c & instructors.

In Sacramento, your cost of living will be cheaper than LGB and still there are enough challenges for training environment in terms of airspace, terrain, weather etc etc...
