No legal/regulatory requirement that I've ever heard of for that.


If they're a bottom-feeder, they probably assume that you're planning on suing them for overtime or something, and thus are naturally reluctant to help them out.

Actually...as a last resort you could file a lawsuit for something and subpoena those records. Then drop the suit after you get them.
