Well, the ATP only requires 250 PIC (61.159), then for ICAO they'll need a couple thousand SIC, and then if the company requires a certain amount of PIC I guess they'll have to rent a 152 or something.
That's the issue (not PIC specifically) at places like PCL, and that's why they a lot of people aren't able to upgrade when their number's up.
