They are not categorized in a manner which provides affirmative action benefits in the US, but that's all political.

Genetically, they're a mix resulting from some historical core tribal groups which subsequently assimilated a lot of other folks into their culture. Lots of dynamics in that region over the last couple thousand years. Not all of them even agree on the definition of "arab".
