PBS would hit bidders from the constraint line and below with "solution constraints" to ensure that there were enough leftover trips to build lines all the way down to the g-line guy (using denial mode if need be). Are you talking about being below the g-line and trying to get a move up line if one becomes available?
If you are at or above the G-line, you are guaranteed a line only if ALL your bid groups are line bid groups. You should never put in a reserve BG if you are above the G-line and want a line.
