Pay credit should never be a deciding factor when making a decision whether to write something up or not.
I never thought of it like this and am not familiar with airlines cancellation pay policies, but I did a little contract flying before my current job and I was paid by the hour with no 'cancellation pay' protection. It was entirely different from anything that I had ever done before and I agree - it is a huge safety issue! I never had a mechanical issue - but I launched into and around weather that I had second thoughts about one time because the *customer* launched (though they didn't have to fly through the same weather system I did); but to the point - I had that exact same thought which you highlight Ultralight. If I cancel this hop I lose 4 hours of pay. Do that a few times a week I've lost a significant portion of my pay check for that week (no 95% of guarantee either

).
