I did the WIA through my county in my home state. It was about 2 months worth of hoop-jumping through the system: taking their tests, filling out job reports, attending a few of their clueless classes, then finally getting the goods! Several people have gotten WIA funding from the KY office, even though they live out of state. Evidently, the KY office got a sizable grant to distribute to such programs.
WIA is good for $7k. The Aerostar A-320 Level-C course is $7900, so you just have to pony-up some extra $$ to git-r-done. I wish we had the DHL deal; those guys got around $40k/each for new type ratings, housing, books, etc. Several of them are getting both 737NG & A-320 Type Ratings each. I'm happy for them...it's a really good deal! We, on the other hand, have to start paying yield fare
