It will never be "better" than line bidding however you are correct in that we need to vote it down initially. There is no language protecting us in the PBS LOA, we need some trip/duty rigs + min value of a day before we sign off on PBS.
Don't just vote PBS down initially, vote it down indefinitely. It would have to take something very big in very specific direct language for me to turn my vote to yes about PBS. PBS is 100% concessionary, don't let anything tell you otherwise.
Don't just give in and say, "well it's coming anyway" or "but everyone else has it..."
