You really don't want to fly anywhere near the ADIZ for training purposes. It's not really that bad, as I did my private in it...but it's a royal pain in the butt at times. Potomac was an utter mess of an airport to fly out of. It's just an ounce less stress to contend with. Not impossible, just something to consider. RIC is well clear of it, and a nice area.
