Being overstaffed is the cost of doing business when you're about to bring on a whole new fleet and you don't want to be caught with your panties down. Did they actually offer "class dates" in Jan and Feb? Anyone? Surely they can forecast being overstaffed - how could it come as a surprise to them? If they did offer dates was it just to get the candidates on the hook, knowing full well they would NOT run them? ...That would be unethical.
