Check your company OPSPEC C077. It may have something saying that you must comply with 91.155 cloud clearance & visibility for the type airspace you occupy.
If it's surface-based Class E, then in addition to the 1000/3, you cannot cancel until you are greater than 500 ft below the clouds, right?
I think I read a "Never Again" column a couple years ago with this situation.
