A seat lock doesn't mean base lock. You want to make sure the base you want has the fleet you are going to be getting. From what I hear the most junior in ATL will be the 717 and M88. It sounds like you could get ATL based on what someone else wrote recently:
In conclusion there were 31 unfilled ATL M88B's and 18 NYC M88B's unfilled.
That appears to be the current offering for new hires.
