There are two separate issues
1. Paying VSP back if you get an AGR position
2. Paying VSP back if you serve long enough in the Guard/Reserve to get retirement benefits.
The 2nd issue was part of the initial deal that everyone agreed to. The 1st was not. So a guy may have been thinking "I'll take the VSP and then get the AGR slot for 5/6 years and then be done". The AF is now saying that if you do that then you have to pay the VSP back...that was not part of the original deal...
