Probably because when the bean counters decided to offer this VSP deal up last year, they didn't imagine all the loopholes and in-and-outs of the good deals in the guard and reserve. "What? This guy can take the VSP and still get paid on active duty in the guard? We can't have that!". Put it this way, if you take the VSP, they want you OUT for good. That's the whole point.
