I am not sure if you are talking about requirements outside of the United States, but the FAA requirements begin in the FARs in 61.151. For the FAA ATP, you can take the written at any time. There are no prerequisites for the ATP written exam. You can take it with zero experience and no instructor endorsement. The written test results are only good for 2 years though, and any missed areas are fair game on the oral exam.
