Here's another additional detail. By and large, in our society men are the aggressors. In a DOD 1,400-page annual report, data showed 2,949 reports of abuse against a service member last year compared with 1,275 in 2004. The vast majority of victims (88 percent) were female.
So, with respect to sexual impropriety, men are by far the problem.
