Speaking from heavies, we did hire A/Cs that were considered upgradable to IPs, good sticks and good thinkers. That said, it varies on what's available--today I'm sure loads of experienced IPs including schoolhouse guys are trying to get into the reserve forces--make sit harder. In the fighter world, I pretty sure it's "IPs only".
