Someone else is better qualified to say whether ACC will issue a PIC type for new hires, but bear in mind that you need to meet certain minimums to train for a PIC type in a simulator.
Just curious because Alliance Air Charter out of Denton gives PIC types to new hires. So far I haven't heard from ACC but AAC called me yesterday. Flight Safety issues shorts PIC types at a minimum 1000 TT.
