Delta formed a wholly owned subsiduary called Delta Global Services, which took over below wing servicing of aircraft at a lot of outstations. They then laid off and hired back at a lower wage the former ramp workers. Some stations were outsourced completely to other airlines and companies. Internationally they have always used local handling companies.
They also use whats called something like 'flexible workers,' people who are not full time and can have their hours flexed up or down based on need and circumstances. They get paid about $10 an hour.
