I guess I would emphasize the word "crew."
FM 1.20 PILOT REQUIREMENTS, Minimum, Captain and First Officer.
Since an FO is not qualified to fly on the line in the captain's position then I would consider two FOs paired for a checking event would not be a fully qualified crew.
