Sorry, not to split hairs, but the length of the flight would have nothing to do with it. On an RJ (and, well,
any aircraft) the only thing that would cause the flight to be weight restricted would be an abnormally high planned arrival fuel. While this would, in many cases, cause the flight to be weight restricted to a MGTOW below structural or even runway/climb performance, the fact that it's a 30 minute flight in no way limits it further than if it were a 1:00, 2:00, or 3:00 flight from off-to-on.
Short flight/high arrival fuel just means restricted way below normal MTOW, but by no means restricts payload (per se).
