The super high res spy satellites are not geosynchronous orbit over the middle of the Indian Ocean, but regular orbits that take them over areas of high interest like NK, Russia, ME, etc, not the IO
Loiter time is over 24 hours and nobody thinks spy satellites are in geostationary orbits. Who said that? Weather satellites are up there. Spy satellites are in low. mostly North/South orbits. The general was saying that we could re-task them but we aren't because they are busy over the Middle East.
