The problem starts with Capt/FO or block representation comes back to the pilots, you have to stay involved and communicate....we tend to get lazy and not question or communicate with our reps; when that happens and with no input to the rep....the assumption is that what the rep is doing is ok. Democracy is hard work.
I would agree with Fly4Hire, I have seen the junior pilots fairly represented, probably because they are more engaged.
