The most junior Captain award went to someone with a 7/2010 hire date. There are about 25 FOs senior to the most junior Captain that are active. Only the bottom 10 or so would be at risk for the MAD TDY. As far as the senior 15 FOs go most of them either want to stay on the 777 (Big shinny jet syndrome) or have some issues like they were FEs and need more pilot time to upgrade. I suspect there are some in the top 30 FOs that will never upgrade.
