You misread my post. It WASN'T about UPS having the ability, it's about who has an int'l reciprocal JS agreement with AA. Whereas I can't remember if UPS does, but I know that SW does.
And YES, because of work I've done in the past, I'm fully aware of the SPECIFIC TSA directives that prevent int'l JS'ing on UPS and FedEx, while the ACMI's carriers DO allow it.
