If you assume they're starting from zero, sure, but he doesn't say that. They could've had a number of applications that were already classified as "in processing and screening" for whatever reason. He said applications increased to 224, so without knowing where they started, we don't really know what impact the EtD announcement had on applications. Why doesn't he compare apples to apples and say "We went from x applications per day to y applications per day. Maybe I'm reading too much into it, but sounds like the weasel words that marketers use when they're selling something that doesn't work very well.

You can throw around application numbers all day, but if you want the actual results... Look at how many numbers get added to the seniority list.
