Where you are based is gonna be the best to be with your family.

I would say the Pacific Nortwest. Outside of either Portland or Seattle. I have lived in both areas and loved it. Can be expensive (depends on where you are coming from) but living on the Washington side of Portland is a bit cheaper and no income tax in WA and no sales tax in Portland. So I would suggest Vancouver WA/Camas WA areas.
