If a Captain does not allow someone to jumpseat for a certain reason, that is his/her right.

Jumpseat etiquette 101 says don't start Jumpseat war because it'll only come back to bite you or your coworkers in the arse. Most of us bend backwards trying to get another pilot home or to work. It's definitely captain's authority but abusing that authority for personal agenda to send a message is selfish and childish.
