lineholders do not need to meet the reserve duty day limits. Reserves have to meet both limits.

IE - lineholder is based off number of flights and report time.
Reserve has to consider the above, as well as max duty day with RAP. You can have a legal schedule based upon number of flights and report time, that is then NOT legal under RAP max duty day. A reserve has to be able to complete the day within both requirements, not just the one.
